CENTRAL ADMINISTRATION
Central Administration is headed by the District Coordinating Director (DCD) and is responsible for ensuring the implementation of governmental policies, projects and programmes at the MMDAs level.
Central Administration in the Assembly involves a secretariat led by a director, overseeing various departments like Records, Accounts, Procurement, and Human Resources. Its primary function is to provide support services, ensure efficient general administration, and coordinate activities such as human resource management, development planning, and budgeting. This coordination enables different units and departments to achieve organizational goals and provide reliable services.
The department guides policy formulation, planning and decision-making at the Assembly.
As part of its responsibilities, Central Administration acts as a liaison between Heads of other governmental and non-governmental agencies and the District Chief Executive (DCE), it manages financial and other resources of the Assembly in consultation with the District Chief Executive (DCE).
The Head of the Department serves as a Secretary to the Assembly and chairs the District Planning and Coordinating Unit (DPCU) and acts as an advisor to the District Chief Executive (DCE). The Department also ensures that the capabilities, skills and knowledge of staff are well developed.

INTERNAL AUDIT
The role of the internal audit unit is to help the district to accomplish its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, control, and governance processes
The unit is tasked to evaluate the efficacy of risk management procedures that are currently in place.
It also protects against fraud and theft of the municipal’s assets.
The unit ensures that the district is complying with relevant laws and statutes.
It makes recommendations on how to improve internal controls and governance processes.
